Delhi is regarded as a special union territory. It is the national capital and is one of the largest metropolises. It is regarded as the cultural, political and national hub of the country. It is also an important center of various political activities and it has the legislative assembly, Council of Ministers, Lieutenant Governor apart from the Chief Minister of the state to look after the stately affairs. Some of the services are taken care of the state government while some are taken care by central government. Apart from that there are various local bodies like the municipal corporation, who takes care of various other aspects of the state. A brief overview of some of the local bodies and their functions are mentioned below.
Local Bodies in Delhi
As the Indian administrative system is a three tier system, it consists of the central government, state government and the local government, which is divided area wise. The central government is the supreme, which has the control over all the lower bodies. Whatever laws are implemented by the central government, it is passed to the lower levels, that of the state and the local bodies.
Performance of Local Bodies
The local bodies generally perform in two levels, one is at the city level and the other is at the state level. In the city level it has Municipal Corporation and various other municipal bodies, whereas in the rural level it is the panchayati system.
The nature of local bodies maybe either municipality or panchayati raj, the main aim is to provide better facilities and public amenities to the people of the state. These local bodies also ensure that law and order is also maintained. As Delhi is a huge state, local governance is required to ensure the citizens all the basic amenities, including safety.
Delhi, the capital of India, is divided into three local bodies, which is done keeping in mind about the total population of the place. The three local bodies of Delhi are mentioned below:
Municipal Corporation in Delhi
Among all the local bodies, Municipal Corporation in Delhi is one of the major governing bodies, which were set up at 7th April, 1958 by the Act of Parliament. In fact, it is one of the largest municipal corporations which cater to more than 13.78 lakh people in the region. The Municipal Corporation act was amended in 1993 and that act is only being followed, which aims at providing better facilities to the people and also bring certain change in the governing style, functions, etc. The main functions of the municipal corporation are mentioned below:
- Providing basic amenities to the local people
- Authorizing the unauthorized colonies
- Developing slum areas
- Providing minimum wages to elderly people
The Delhi municipal area is divided into twelve areas, which in turn performs the above mentioned functions. The corporation is further divide into zones, wards and colonies under an assigned head, which performs their assigned functions.
New Delhi Municipal Council
New Delhi Municipal Council is also known as NDMC which aims at providing better services and amenities to its citizens. It also aims at providing best services to tourists and visitors, so that they can avail the best facility during their trip to Delhi.
The NDMC is aimed at providing better social and communal welfare to the people of the region, along with PPP or public private publication model. Even though it aims at overall development, with special stress in art and culture, cleaning and sewerage, environmental improvement, etc.
Earlier it was known as Raisina Municipal Corporation, but it was changed to Delhi Municipal Corporation in 1932. NMDC was under the supervision of the administrator until the act was passed in May 1194 and later when it was replaced in February 1980.
Delhi Cantonment Board
In 1914, under the Ministry of defense, Delhi Cantonment Board came under the various other local bodies that are there in the region. The body is under the control of Cantonments Act of 1924 and is governed by a seven member committee which also includes three members from the military. The other four members of the council are representative from different other spheres. The main function of DCB is to ensure proper and just delivery of the various types of civic services to the people of the region.
Thus the local bodies in Delhi are aimed at providing all round development to the residents of the region along with foreign tourists and aims at making Delhi a model city, which will be best in all spheres and will provide the best facilities to its people.
